Oxfordshire FA Referees Committee

The Oxfordshire FA Referees Committee (RC) works to fully support Oxfordshire referees in all aspects of their refereeing career and to promote refereeing in the wider footballing community within the County. The RC is the voice of Referees on the OFA Council and welcomes any thoughts or observations on referee related matters

In accordance with FA regulations the OFA Council annually appoints an RC Chairperson (from the council) and committee to support and regulate Oxfordshire referees on behalf of the council.

Each member of the RC is given a particular area of direct responsibility. Referees are encouraged contact RC members within a particular area of responsibility with any issues they may have or for assistance in their refereeing career. Should a referee be unsure of the specific member they should contact, or if the required member is unavailable, then please contact the RDO or any RC member who will be able to give assistance. Please try to restrict contact in all cases to prior to 21.00rs.

Specific Responsibility: Chair RC meetings and report all relevant matters to Council. Act on behalf of all referees to ensure that they are fully represented on the RC and that any issues on grievance are appropriately dealt with. 

Referee Development Officer (RDO)/

Specific Responsibility: Responsibility for al matters relating to general refereeing administration in addition to the recruitment, retention and development of all referees. Take and disseminate minutes of meetings, Chair meetings in absence of Chairman.

Referee Appointments Secretary – Mr Paul Falkner

Specific Responsibility: Appoint officials for County Cup matches Representative fixtures and any other fixtures as required by the FA and OFA. The post holder will also liaise with leagues on the various other referee appointments.

County Training Officer – Mr David Boyd-Leslie

Specific Responsibility: Arrange all referee basic, continuation and promotion courses. Ensure the continued development of these courses. Chair referee training team meetings and ensure all instructors are suitably trained and qualifications maintained. Coordinate the training and allocation of Referee Mentors.

Chief Assessor– Mr John Chappell

Specific Responsibility: Appoint assessors to games as required to ensure the development of referees. Manage the reporting system of assessments for the FA and OFA. In addition to support referees who have weaknesses identified and help them to build on them. Carryout annual new Assessor training and biannual refresher training for current assessors in line with FA directives

Academy Co-ordinator – Mr Mervyn Hughes

Specific Responsibility: Work with young referees to help them on their initial pathway of learning the game and gaining experience before moving into a less cosseted environment and open-age football. This work is currently carried out in association with Oxford United FC

RA representative – Mr Ken Leach

Specific Responsibility: Represent the members of the RA (Oxfordshire) and bring to the attention of the RC any relevant matters raised by members. Disseminates all relevant, non-confidential information from the RC to RA Branch Secretaries for dissemination to members.

Referee Welfare Officer

Specific Responsibility: Ensure all matters of referee welfare, especially those involving under 18’s, are dealt with correctly and in a timely manner and with total confidentiality. Deal effectively with all matters of referee discipline and where appropriate arrange development plans for individuals are to put in place following any such action.
All matters of concern regarding Safeguarding Children, including witnessing any acts of concern, should be reported immediately to the RWO or the Oxfordshire FA County Welfare Officer whose contact details are:

Always remember the referees committee is there to serve all referees in the County so please take advantage of their experience by bringing to their attention any refereeing issues you have or are aware of. If the individual you contact cannot help you at that point they will ensure your issue is dealt with by a suitable person in a timely fashion.
